Group Information

Policy, Organisation and Rules (POR)
The Scouts’ Policy, Organisation and Rules (POR) outlines how Scouting is structured and delivered across the UK. It defines:
  • The responsibilities of volunteers and trustees
  • Standards for safety, safeguarding, and training
  • Rules for running activities, managing the Group, and supporting young people
POR applies to all members of Scouting and is updated regularly to reflect best practice and legal requirements.

Keeping Young People Safe

The safety and wellbeing of young people is our highest priority. In line with POR, all volunteers must:
  • Complete the required learning and training for their role
  • Follow The Scouts’ Safeguarding, Safety, and Yellow Card policies
  • Undergo the appropriate Disclosure and Barring Service (DBS) check where required
All adult volunteers are recorded on the Scouts’ membership system, where their DBS status, training requirements, and role appointments are managed in accordance with POR.
We follow the Scouts’ Safe Scouting procedures and expect all adults to help maintain a safe environment at all times.

Data Protection (GDPR)

As required by POR and UK data protection legislation, all personal information is:
  • Collected for legitimate Scouting purposes
  • Stored securely within Online Scout Manager (OSM)
  • Accessible to parents and authorised leaders only
  • Used to ensure we can care for every young person safely and effectively
Parents and guardians are asked to check their child’s information regularly through the OSM Parent Portal, particularly medical, dietary, and emergency contact details.
We retain personal data only for as long as necessary:
  • Member records are kept during their time in the Group
  • Minimum data (name, badge records, attendance) is retained afterwards to meet legal and insurance obligations
  • Gift Aid declarations and claims are kept for 7 years, as required by HMRC

Online Scout Manager (OSM)

Online Scout Manager supports safe, effective programme delivery in line with POR administrative requirements. Through the Parent Portal you can:
  • Update your child’s personal and medical information
  • View the programme and badge progress
  • Upload badge evidence
  • Sign up for events
  • Record absences
Keeping details accurate helps ensure activities remain safe and accessible for all young people.

Gift Aid

As a registered charity, we can claim Gift Aid on membership subscriptions and donations from UK taxpayers.
For every £1 contributed, we can claim an additional 25p from HM Government—at no extra cost to you. These funds help keep Scouting affordable and support activities, equipment, and resources.
Investiture
Once a young person has attended for around 3–4 weeks, shown they want to join, and completed their Membership Award requirements, they will be invited to take part in an

Investiture Ceremony
.
During the ceremony they will:
  • Make the Scout Promise (choosing the version that best suits them, as permitted in POR)
  • Receive their group necker, woggle, and their first badges
Parents and guardians are warmly encouraged to attend. Details will be sent via OSM.

Behaviour and Conduct

In line with the values of Scouting and POR:
  • All young people are expected to be ready, respectful, and responsible
  • Leaders work with parents to resolve any concerns
  • Only in exceptional circumstances, and following POR guidance, would a young person be suspended or asked to leave the Group
We promote positive behaviour and support young people to develop skills for life.

Attendance

Parents should notify the leadership team of absences through the OSM Parent Portal.
If a young person misses three sessions without any contact, their place may be offered to someone on the waiting list, in accordance with our membership management procedures.

Annual General Meeting (AGM)

POR requires every Scout Group to hold an Annual General Meeting each year. At the AGM we:
  • Present the annual financial accounts
  • Elect the Group Trustee Board
  • Celebrate achievements from each section
Our AGM is usually held in July and all parents, carers, and supporters are invited.

Costs

We aim to keep Scouting affordable and accessible, supported by fundraising and Gift Aid.

​Membership Subscriptions

£12.50 per month (£150 per year)
Subscriptions cover essential running costs, including:
  • Capitation (national membership fee set under POR)
  • Insurance
  • Hall rent
  • Weekly programme resources
Additional costs may apply for camps, activities, or day trips, though the Group subsidises major events wherever possible.

Camp Bank

To help spread costs, families can use our Camp Bank system to pay for camps in instalments. Please speak to the Group Treasurer for options.
